MISSION
Our mission is to help those we serve expand capabilities and navigate the possibilities.
VISION
We envision a culture comprised of inclusive communities where people with disabilities thrive and live a life on their own terms.
PHILOSOPHY
Individuals and families served by the Clermont County Board of Developmental Disabilities have the right of choice and flexibility regarding what, how and where services are provided. Individuals and families will be empowered to make decisions, become partners and work cooperatively with professionals, and exert control over the services provided to them.
WE BELIEVE that persons with developmental disabilities have the right to be treated with dignity and respect, be able to take reasonable risk and be protected from exploitation, abuse and degrading treatment.
WE BELIEVE that infants and toddlers learn best in their natural environments, doing things they enjoy and with people with whom they are familiar.
WE BELIEVE that educational services will honor the informed choice of the individual or individual’s family in partnership with local school districts.
WE BELIEVE that adults with developmental disabilities have the right to make choices regarding their lifestyle, their working environment, and their living arrangements.
WE BELIEVE in providing adequate information to make informed choices. We believe in the importance of ongoing life planning and supporting individuals and families through the many transitions of life.
WE BELIEVE that adults have the right to work in the community in accessible workplaces, with access to the support necessary to be successful and the right to wages and benefits provided to other workers in the same setting. We believe individuals should be encouraged to seek employment first.
WE BELIEVE that persons with developmental disabilities have the right to have access to the supports and services they need to be participating members of their communities, including transportation, recreation, social outlets and friends and regular interaction with peers who do not have disabilities.

Promoting advocacy for and by people served
Promoting Self Advocacy
- Increase Aktion Club membership, awareness and integration in community activities and involvement in volunteer efforts such as Kiwanis and Rotary events
- Ensure representation at Southwestern Ohio on the Council Of Ohio Leaders (COOL) which is a subcommittee of the Ohio Self Determination Association.
- Coordinate attendance of advocates for the Synergy Conference in Northern Ohio
- Increase self-advocacy efforts in statewide initiatives such as supporting 5 Project STIR participants

Assessment and Integration
- Ensure individual’s voice and choice reflected in assessment and planning process
- Explore technology first options to promote independence in an individual’s daily routine
- Empower individuals and their supports to better navigate benefits and other available resources
- Continue community collaborations that support an individual’s stability and psychosocial well-being

Reducing the number of people in county waiting for services
Reducing Waiting List Numbers
- Strive to eliminate the immediate and current needs lists each year of this plan to ensure individuals and families are receiving services to address assessed needs
- Work to meet the needs of intensive needs youth and their families through respite and other in-home supports
- Continue to review the Five-Year Financial Sustainability Plan to ensure funds are available to avert waiting lists
- Implement a plan for continued stakeholder education and information sharing about the agency’s budget, finances and long-term plans, especially in preparation for a Levy campaign in 2026

Planning and setting priorities based on available resources to meet the needs of children and adults
Maximizing Resources to Meet Needs
- Enroll HCBS waivers as appropriate and available (47 in the past year)
- Maximize MSY funds and grant funding to support the needs of multi-system youth to fortify in-home supports and build caregiver service capacity
- Continue utilization of SWOCOG and collaborate with community partners like Ohio Rise Peer Facilitators and FCF wrap-around services to facilitate specialized ongoing need assessment and service access
- Connect individuals and families to available community resources and referrals

Increasing the number of people working age engaged in competitive integrated employment
Community Employment
- Promote Ohio Employment First initiatives for those served
- Retain the Employment Navigator position to help individuals navigate job search and maintain connections to community employment support providers as well as referring individuals to Opportunities for Ohioans with Disabilities (OOD)
- Continue to be conscientious in the planning process to secure services and develop outcomes that further an individual’s Path to Employment
- Engage in ongoing recognition of individuals in community integrated employment and active employer partners

Goal 6
Taking measures to recruit sufficient providers
Provider Recruitment
- Expand efforts to recruit providers led by our Provider Liaison through coordinating training, assisting with certification and development of documentation, navigating billing systems, implementing Live Care- an online system for efficiency in managing provider referrals, as well as hosting the annual Red, White, and Bloom Services Fair and DSP Appreciation activities
- Continue to work with local, regional, and statewide partners to help providers recruit Direct Support Professionals
- Continue to support providers with offering County Board-led training
- Continue to recruit providers with expertise to support people with behavioral health concerns.

Identifying and addressing gaps noted in services
Identifying and Addressing Gaps
- Prioritize and produce creative initiatives to address the growing intense needs of multi-system youth in the area
- Maintain communication and promote awareness with other entities such as Metro Housing Authority to advocate for increased, safe, and affordable housing options for those served
- Focus efforts on increasing reliable transportation options in the area to increase independence in travel to work and community access such as Home 52, building natural supports, and travel training options
- Allocate of Family Support Services funds efficiently to ensure service stability for approximately 650+ individuals
