Business Operations Department

The Business Operations Department is responsible for the fiscal management of the Clermont County Board of Developmental Disabilities. It ensures strong financial stewardship by developing a fiscally sound budget for Board consideration that meets both mandates and operational needs.

The department manages the allocation and collection of funds required for the Board’s operations, ensures timely payment of all expenses, and oversees the collection and proper distribution of all revenues from any source. It also maintains proper cash flow so that all financial obligations can be met without delay.

In addition, the department serves as a liaison with the County Treasurer, County Auditor, County Office of Management and Budget, and all relevant State and Federal fiscal agencies on financial matters. It is responsible for issuing purchase orders, processing Title XX funding paperwork, completing annual reports for establishing Title XIX (Medicaid) reimbursement rates, and developing purchasing policies that ensure legal compliance while maximizing resources.

The Business Operations Department also produces timely and accurate financial reports and prepares the annual comprehensive Medicaid report for the State of Ohio. This report helps determine reimbursement rates and justifies past expenditures.

Beyond fiscal responsibilities, the Business Operations Division also oversees several key agency functions, including Safety and Risk Management, Accreditation compliance, Information Technology, Human Resources, Facilities Maintenance, and contracted transportation services.

Facilities Department

The Facilities Department is responsible for the upkeep and smooth operation of agency buildings and grounds. It includes both maintenance and custodial staff and is managed by the Assistant Director of Business Operations. The department oversees the Thomas A. Wildey Center and the Krenning Center, which is currently leased to Goodwill East.

Maintenance Services

  • Boiler operation and maintenance
  • Heating, ventilation, and air conditioning (HVAC) systems
  • Sewer treatment plant operations at the Wildey Center
  • Building repairs, modifications, and general upkeep
  • Interior and exterior painting
  • Grounds maintenance, including mowing and landscaping during summer months
  • Snow and ice removal during winter months

Custodial Services

  • Cleaning and sanitizing restrooms, hallways, offices, classrooms, and workshops
  • Ensuring overall cleanliness and presentation of buildings
  • Maintaining safe, healthy, and welcoming environments for staff and visitors
